Introduction

The Organizational Context
This is OFEK’s 24th annual International Group Relations Conference. It is an experiential, working conference modeled on the Tavistock Group Relations Conferences (GRCs), which were initiated by the Tavistock Institute in London, in 1957. These conferences have since been developed and conducted all over the world.

Issues

Power
Power is a quality that can be used for building and linking or for destruction and disintegration. In any space that power is being used there is always the one that is using the power and the one on whom the power is being used.

The conference will provide opportunities to explore and unfold the power relations, sources of power, the results of using it, as well as the ways it is being used both in the individual and systemic contexts between individuals, groups organizations, and between human beings and the environment

Leadership
Leadership has to do with the individual’s ability to identify the needs of the organization or the group, to contain the emotional aspects of the situation, to forge meaning and offer a direction, and to produce a well timed impact. The qualities of the leader, as well as the power relations that are established, and the internal and external conditions that enable or prevent the assumption and exercise of leadership will be examined during the conference.

Concepts

Why?
The overall aim of this residential conference is to enable participants to understand personal and organizational processes, both overt and covert. The insights and experiences gained in the conference can then be usefully applied to the realm of groups, work and the larger social world.

The conference will explore the modes of operation and the multiplicity of meanings of ’authority’, ‘power’ and ‘leadership’ within the context of an institutional setting.

As a participant in the conference, you will have the opportunity to:

• gain managerial and leadership insights and
improve your skills.
• get in touch with your creativity and use it in your different roles.
• explore personal and professional development while examining issues of power in its different aspects and dimensions.
• develop capacities for the exercise of authority and the taking up of leadership and followership roles.
• explore the management function from within, and experience how vulnerability, leadership and the capacity to exercise authority are all connected.
• consider questions about the identities of the organization(s) with which you are involved.
• learn about the subtle forces that motivate people, groups and organizations.
• explore the relationship of organizations to their cultural, political and economic environment.
• reflect on and directly apply conference experiences to your life and professional development.

The Social Context
We live in an increasingly complex world in which our capacity to attribute meaning to our work, social networks and institutions is constantly being challenged. Our fears and uncertainties about the world and our place in it create powerful feelings, as we become acutely aware that if we are to survive and realize our desires, we need to
continue developing our capacity for creativity and connectedness.

Methodology

The group relations conference is a temporary learning institution that exists as long as the conference is taking place - from a few days to a couple of weeks. The assumption is that processes occurring in the conference duplicate those in organizations in everyday life, so that participants, through direct experience, have the opportunity to learn about these processes and their place in them. The conference offers opportunities for experiential learning on various issues:

Taking up roles, authority and leadership; exploring questions such as "What happens to me when I am required to exert authority, to exercise leadership, or, on the other hand, to accept authority or to be a follower?"; "What are the circumstances in which I succeed in making an impression, and when is my voice not heard, and why?"

Understanding overt and covert dynamic processes in organizations and in groups - processes linked to choosing or being chosen, competing for leadership, feelings aroused by inclusion or exclusion, the creation of mechanisms for delegating authority and responsibility, etc.

Exploring the influence of the structure: "How do the boundaries of time, space and task influence my behavior, my efficiency at work, my identity, the manner in which I take up leadership, use authority or respond to it?"
Exploring reciprocal relations between formal layers and informal events in the organization and their consequences for the organization's culture and performance.

Although the conference does not focus on personal factors or interpersonal relationship, but on what happens in groups and in organizations, we know that personal, group and organizational elements are linked to one another, and these links determine the ability of individuals, groups and organizations to create, to change, to develop and to grow. During the conference, special attention is paid not only to conscious and overt behavior, thoughts and feelings, but also to unconscious and covert processes happening in the individual's internal reality, in various groups and in the whole conference system.
